To install dsa.msc on Windows 7 do following steps:-
1- Go to Control panel
2- go to Program and Features
3- and click "Turn windows features on or off"
4- ON the pop up windows expands "Remote Server administration Tools"
5- the click and expands "Role Administration Tools"
6- Ckeck the box "AD DS and AD LDS Tools" and click "OK"
Check administrative Tools in the program menu and Clcik AD option you want..
or type Dsa.msc on Run press enter.

Very much helpful and able to access Users and Group Console
thank you! after noticing that none of my previous download tools were compatible with windows 7 and there was "no solution available online" I began to worry. ms could at least point people to the proper area.
